Understanding EUSR BESC AME for Substations: A Guide by Pragmatic Consulting Ltd

In the energy and utilities sector, safety and compliance are paramount, especially when working in and around substations.

For professionals looking to gain access to high voltage substations, the EUSR BESC AME (Basic Electrical Safety Competence – Access, Movement & Egress) qualification is essential.

At Pragmatic Consulting Ltd, we ensure that our clients are fully equipped with the knowledge, competencies, skills and guidance needed for safe and compliant substation work across the UK.

What is EUSR BESC AME?

The EUSR (Energy & Utility Skills Register) BESC AME is a nationally recognised safety qualification that confirms an individual’s competence in basic electrical safety for working in and around a substation. The AME (Access, Movement & Egress) component focuses specifically on navigating within a substation environment safely, without engaging in live work or interfering with operational equipment.

This is no longer valid on National Grid Electricity Transmission Sites where you now need NG Person Substations.

This qualification is crucial for those who:

  • Are involved in inspection, maintenance, or project work near high voltage equipment
  • Are working with or on behalf of Distribution Network Operators (DNOs) such as UK Power Networks and Northern PowerGrid.
  • Are working with or on behalf of Distribution Network Operators (IDNOs), National Electricity Registration Scheme (NERS) and Private Networks.

UK Power Networks Substation Entry Requirements

Gaining access to a UK Power Networks (UKPN) substation involves several mandatory prerequisites to ensure that all personnel entering their sites are competent and safe. These include:

1. EUSR BESC AME Certification

This is the baseline requirement and must be current. Without it, individuals cannot legally access UKPN substations (since 1st January 2025 when they updated their rules).

2. L3 Emergency First Aid at Work (EFAW)

This is the baseline requirement and must be current.

In some cases, additional certification from National Grid may be required if working on shared assets or high-voltage installations that fall under both UKPN and National Grid jurisdiction.

3. Full PPE Compliance

Personnel must wear compliant Personal Protective Equipment (PPE) as per UKPN standards, including flame retardant overalls, boots, hardhat, gloves, and eye protection as a minimum.
