Course Overview

*Please note, we are a 3rd party booker for this course which is delivered by National Grid Electricity Transmission*

The National Grid Competent Person (CPB) – LAC & PFW NonApplication of Drain Earths course is designed for personnel who require Limited Access Certificate (LAC) and Permit for Work (PFW) authority near overhead line (OHL) networks, without performing electrical tasks such as applying drain earths.

This course is particularly suited to forestry, fencing, vegetation management, and other land-based work where safe proximity to high-voltage conductors is required, but direct interaction with conductors is not permitted. Delegates will gain the knowledge and authorisation to work safely under CPB rules while complying with National Grid Safety Rules and relevant NSI standards.

The National Grid Authorisation Training can only be booked either directly with NG or through the live NG Booking Portal via an approved provider, such as ourselves.

To Book this training please contact us on 01926 674340 or email Training@Pragmatic-consulting.co.uk

This course is typically delivered for groups of four or more delegates.
If you have fewer than four learners, please contact us — in many cases we can coordinate availability with other contractors to arrange a suitable training date.

Who should Attend This Course

This curse is for:

  • Forestry and fencing contractors working near HV OHL assets
  • Site supervisors and operatives requiring CPB authorisation under LAC & PFW
  • Engineers and subcontractors accessing National Grid sites for non-electrical tasks
  • Organisations performing civil, land-based, or clearance work near conductors

Prerequisites

  • An NG Person OHL certificate
  • And have evidence of 9 days on a National Grid Working Party Register with Safety Document Numbers
  • Or have an existing NG Competent Person OHL

What To Have With You To Attend The Course

To book a place, you will need to provide the following details:

  • Delegate’s full name
  • Delegate’s date of birth
  • Delegate’s mobile number
  • Delegate’s EUSR number (if applicable)
  • Confirmation of Health & Safety Authorisation
  • Payment or Purchase Order (PO)

Assessment

Delegates are assessed via a multiple-choice written test designed to confirm their knowledge of National Grid Safety Instructions (NSI), relevant procedures, and the duties and responsibilities of a Competent Person (CP).

Course Content

Raining covers the theoretical knowledge and practical procedures necessary for CPB LAC & PFW authorisation in non-electrical overhead line operations. Key topics include:

Roles and Responsibilities under CPB

  • Understanding the scope of CPB authority with LAC & PFW.
  • Duties and obligations under National Grid Safety Rules.

Limited Access Certificate (LAC) and Permit for Work (PFW)

  • How LAC and PFW authorisations control access to OHL environments.
  • Planning and authorising non-electrical works near overhead lines.

Safe Systems of Work

  • Techniques for conducting forestry, fencing, or other civil works safely around overhead lines.
  • Maintaining statutory clearance distances and exclusion zones.

Risk Assessment and Mitigation

  • Identifying hazards associated with proximity to high-voltage conductors.
  • Implementing controls to prevent accidents and incidents.

Site Communication and Documentation

  • Understanding safety documentation and work permits.
  • Coordinating with other site personnel to ensure safe operations.

Incident Prevention and Emergency Procedures

  • Recognising potential emergencies or near misses.
  • Procedures for reporting, communicating, and responding to incidents.

Learning Outcomes

By the end of the course, delegates will be able to:

  • Understand the responsibilities and limitations of CPB status under LAC & PFW.
  • Safely manage non-electrical operations near overhead lines.
  • Coordinate site access and work permits according to National Grid procedures.
  • Demonstrate competence in planning, risk assessment, and safe working practices for civil or forestry works in OHL environments.
  • Gain eligibility for CPB authorisation for non-electrical tasks around high-voltage overhead lines.

Useful documentation includes:

  • National Grid Safety Rules
  • NSI 2 – Work on or near High Voltage Overhead Lines
  • NSI 4 – Work on Low Voltage Systems
  • NSI 6 – Access to Towers and Substations
  • NSI 8 – Earthing Responsibilities
  • NSI 30 – Additional safety guidance

Authorisation Scope: This course does not authorise delegates to perform electrical tasks such as applying drain earths or working on conductors. For that, CPC or higher-level CP courses are required.

Safety Emphasis: Delegates are trained to comply fully with National Grid Safety Rules and NSI documentation (NSI 2, NSI 4, NSI 6, NSI 8). Safe working distances and risk mitigation are critical for preventing high-voltage incidents.

Frequently Asked Questions

Can I apply drain earths after completing this course?

No. This course does not authorise drain earth application. For that, CPA-level training is required.

Is this course suitable for sub-contractors doing fencing near pylons?

Yes. It is designed exactly for roles like fencing, forestry, or vegetation clearance under LAC or PFW authorisations.
