Course Overview

The NRSWA Location and Avoidance (LA) course provides operatives and supervisors with essential knowledge and practical skills to safely work near buried utilities. Delegates learn how to identify, locate, and avoid underground apparatus such as gas pipes, water mains, electricity cables, and telecoms infrastructure before excavation.

This training ensures compliance with the New Roads and Street Works Act (NRSWA) 1991, minimises on-site risks, and helps protect both workers and the public.

The course emphasises safe digging practices, effective use of detection equipment, and understanding legal responsibilities, enabling delegates to operate confidently and safely in streetworks environments.

Assessment

Delegates will complete both theory and practical assessments to demonstrate their competence. The theory test, comprises multiple-choice questions, requiring a minimum score of 80% to pass. The practical assessment evaluates the delegate’s ability to use detection equipment and apply safe excavation practices effectively. Both components must be passed to achieve certification.

Course Content

By the end of this course, delegates will be able to:

  • Identify and locate buried utilities prior to excavation
  • Apply safe digging and excavation practices
  • Use Cable Avoidance Tools (CAT) and Signal Generators (Genny) correctly
  • Understand legal responsibilities under NRSWA 1991
  • Interpret streetworks safety signage, markings, and notices
  • Apply best practices for avoiding damage to underground apparatus

The course covers both theory and practical elements, including:

  • Introduction to Underground Apparatus: Types of utilities and their location challenges
  • Site Safety and Risk Assessment: Planning excavation works and hazard mitigation
  • Detection Equipment Use: Operating CAT and Genny tools for accurate utility location
  • Safe Digging Practices: Techniques to prevent damage to underground services
  • Legal and Regulatory Framework: NRSWA 1991 requirements, employer responsibilities
  • Streetworks Markings and Signage: Understanding symbols, notices, and site information
  • Practical Demonstration: Hands-on exercises in locating and avoiding buried services

Equipment Provided: All CAT & Genny detection tools are supplied for training and assessment. Delegates do not need to bring their own equipment.

Compliance Reminder: Holding the LA unit alone does not qualify operatives to excavate—only to locate and avoid services. Those carrying out excavation must also complete the relevant excavation units (e.g., O1/O2).

SWQR Registration: Pragmatic Consulting submits all results directly to the awarding body, and SWQR cards are issued within standard processing times.
