EUSR SCO (Safe Control of Operations) Modules 1, 2 & 5: Core, Permit to Work and Form of Authority

The course uses materials developed by EUSR in consultation with the gas industry and aligns with IGEM/GL/6 Edition 3, emphasising risk-based management of gas safety systems.

Delegates will gain comprehensive knowledge of:

• Roles and responsibilities in gas operations, with emphasis on competent persons
• SCO Core principles and the regulatory framework for safe control of operations
• Permit to Work (PTW) procedures: issuing, accepting, and applying permits for gas work
• Form of Authority (FOA): understanding, application, and record keeping
• Types of permits and when each is required for routine and non-routine operations
• Record management and regulatory compliance documentation
• Transferring personnel between companies and continuity of authorisations
• Deviation and communication processes for managing non-standard situations
• Inspection, monitoring, and audit requirements to ensure compliance and safe operations
• Risk-based approach to managing gas safety systems, as outlined in GL/6

By the end of the course, delegates will be able to:

• Safely issue, accept, and manage permits and forms of authority in line with SCO standards
• Apply best practice procedures to maintain safety on gas installations and networks
• Demonstrate understanding of industry regulations, audit requirements, and risk management processes
