Course Overview

This two-day, highly interactive course helps Principal Designer Representatives (PD Reps), and those preparing to become one, understand the National Grid Electricity Transmission (NGET) Supplier Requirements (SRs) that shape the role. It is not a lecture: expect plenty of questions, real-world scenarios, group discussion and a homework task to present on day 2.

Every PD Rep on an NGET project must be nominated on the NG/ET/SR188.11 Principal Designer Representative Appointment Form. The form requires appropriate knowledge of NG/ET/SR163 Management of Works and NG/ET/SR188 Design Management, and a general knowledge of the wider Supplier Requirements. This course is designed to help meet those requirements, and to prepare delegates for the duties NGET expects of a PD Rep over and above Construction (Design and Management) Regulations 2015 (CDM 2015).

New to the role? Read our guide How to Become a Principal Designer Representative on National Grid Projects. It covers who typically holds the role, the SR188.11 prerequisites, and what employers look for.

Please note

This course provides guidance and best practice. It is not an official National Grid Electricity Transmission (NGET) course, and it is not endorsed by or delivered on behalf of NGET. Each Principal Contractor and Principal Designer organisation has its own competency matrix for the Principal Designer Representative (PD Rep) role, so delegates should confirm their requirements with the appointing organisation. Always refer to the current issue of each Supplier Requirement and appointment form.

Course Content

The PD Rep role under SR188 and SR163

  • the Principal Designer’s duties under Construction (Design and Management) Regulations 2015 (CDM 2015), and what National Grid Electricity Transmission (NGET) adds over and above them
  • the Principal Designer Representative (PD Rep) – Development and PD Rep – Delivery roles, and the Project Design Team: Lead Contractor Design Approval Engineer (LCDAE), Principal Designer Representative – Delivery (PDR-Del) and NGET’s Lead Design Assurance Engineer
  • the Pre-Construction Information (PCI) Review and Principal Designer (PD) Handover Meeting, held within two weeks of the Contract Date (SR163)
  • Hazard Review Meetings and the Hazard Register: running Hazard Review Meetings (HRMs), recording hazards and handing the register from Principal Designer Representative – Development (PDR-Dev) to PDR-Del
  • Design Review Meetings, design change control and when a change needs further design or hazard review
  • Impressed Voltage as a key design risk, and working with the LCDAE to eliminate or mitigate it (SR188 and SR234)
  • Temporary Works: coordinating permanent works designers with the Temporary Works Coordinator, the Temporary Works Register and British Standard (BS) 5975
  • the Health and Safety File: preparing and revising it, review meetings, and the handover meeting one month before Project Completion (SR163)
  • Pre-Construction Information, buried earthing, CDM arrangements for third-party work, and liaison with the Principal Contractor Representative
  • the National Grid Incident Reporting and Incident Investigation process (SR163)
  • the SR188.11 appointment process: prerequisites, competency matrix, Statement of Competence and changes of duty holder

Wider NGET Supplier Requirements

The SR188.11 form requires a general knowledge of the following Supplier Requirements, which are covered at overview level:

SR Title
SR/106 Equipment Commissioning and Decommissioning
SR/107 Relay and Protection Control Settings
SR/135 Drawing Management
SR/141 Authorisation Process for Commissioning and Settings Roles
SR/163 Management of Works
SR/183 Type Registration
SR/188 Design Management
SR/193 Programme Methodology
SR/212 Sustainable Construction
SR/215 Construction Environment Management
SR/241 Quality Management and Manufacturing Assurance

SR/234 (Impressed Voltage) is covered in depth on our EUSR Impressed Voltage for Designers & NG SR/234 Overview course, which also meets the separate Impressed Voltage prerequisite on SR188.11.

How the course works

The course is built around taking part. Delegates learn by questioning, discussing and applying the Supplier Requirements, not just by listening to them.

  • Lots of questions: you’ll be questioned throughout, and you’re encouraged to bring your own questions from current projects.
  • Scenarios: you’ll work through realistic National Grid Electricity Transmission (NGET) scenarios in groups, such as running a Hazard Review Meeting, deciding whether a design change needs further review, and planning the Principal Designer (PD) handover.
  • Homework on day 1: at the end of the first day, each delegate is given a task to prepare overnight.
  • Presentation on day 2: you’ll present your findings to the group. This builds confidence in chairing meetings and explaining hazards and mitigations, which Principal Designer Representatives (PD Reps) do every day with designers, the Principal Contractor and NGET.

Learning outcomes

By the end of the course, delegates will be able to:

  • explain the Principal Designer Representative (PD Rep)’s duties under SR188 and SR163, and how they go beyond Construction (Design and Management) Regulations 2015 (CDM 2015)
  • describe the difference between the Principal Designer Representative – Development (PDR-Dev) and Principal Designer Representative – Delivery (PDR-Del) roles and the Principal Designer (PD) handover
  • plan, chair and record a Hazard Review Meeting and maintain a Hazard Register
  • identify how Impressed Voltage, Temporary Works and buried earthing hazards should be captured and managed in design
  • explain the Health and Safety File requirements and timings on National Grid Electricity Transmission (NGET) projects
  • explain the purpose and key requirements of each Supplier Requirement covered
  • understand what is needed for an SR188.11 appointment

How this course fits SR188.11

The SR188.11 form lists seven minimum prerequisites. This course supports prerequisites 5 and 6: knowledge of SR163, SR188 and the incident reporting process, and general knowledge of the wider Supplier Requirements. You will also need:

  • Prerequisite 1, health and safety and the Construction (Design and Management) Regulations (CDM): each company sets its own minimum, usually Institution of Occupational Safety and Health (IOSH), National Examination Board in Occupational Safety and Health (NEBOSH) or CITB SMSTS. We also recommend CDM 2015 Awareness & National Grid SR/163 Overview.
  • Prerequisite 2, Impressed Voltage: EUSR Impressed Voltage for Designers & NG SR/234 Overview
  • Prerequisite 3, Temporary Works to British Standard (BS) 5975: Construction Industry Training Board (CITB) Temporary Works General Awareness Training Course (TWGATC) or CITB TWCTC
  • Prerequisite 4, environmental and waste management: CITB SEATS
  • Prerequisite 7, your own organisation’s procedures: provided by your employer

The full list is explained in our How to Become a Principal Designer Representative guide.

Frequently Asked Questions

Does this course meet the SR188.11 Supplier Requirements prerequisites?

It is designed to support prerequisites 5 and 6 on the SR188.11 form: knowledge of SR163, SR188 and the incident reporting process, and general knowledge of the wider Supplier Requirements. The appointing organisation still signs off the individual's competence.

Is this course only for design engineers?

No. National Grid Electricity Transmission (NGET) does not specify a job title for the Principal Designer Representative (PD Rep). The course suits health, safety and environment professionals, Contractor Design Approval Engineers (CDAEs), Lead Contractor Design Approval Engineers (LCDAEs) and Design Managers who hold or support the role.

Does it cover both PD Rep – Development and PD Rep – Delivery?

Yes. It covers both roles and the Pre-Construction Information (PCI) Review and Principal Designer (PD) Handover Meeting between them.
