Course Overview

*Please note, we are a 3rd party booker for this course which is delivered by National Grid Electricity Transmission*

The National Grid Competent Person Overhead Lines (OHL) CPA LAC Only (Non-Application of Drain Earths) course is a 1 day Computer Based Training (CBT) programme that provides essential knowledge for individuals working in proximity to high-voltage overhead line networks, typically within civil engineering or similar activities, where the application of drain earths is not required.

This level of authorisation is restricted to Limited Access Certificate (LAC) only, meaning delegates are trained to work safely near overhead lines without undertaking earthing duties or other higher-risk tasks. to high-voltage substations. It focuses on promoting safety, increasing hazard awareness, and ensuring compliance with National Grid rules and procedures.

The course provides a clear understanding of responsibilities under National Grid Safety Rules, with particular emphasis on NSI 4 “Work on or Near High Voltage Overhead Lines.” It covers hazard identification, safe systems of work, and the controls required when operating near OHL infrastructure. Delegates also learn about the use of safety documentation, site controls, and appropriate working methods for third-party or civil works activities, while remaining within the boundaries of LAC-only authorisation and excluding activities such as the application of drain earths that require higher levels of competence.

The National Grid Authorisation Training can only be booked either directly with NG or through the live NG Booking Portal via an approved provider, such as ourselves.

Awarding Body

Who should Attend This Course

The Competent Person (Overhead Lines) training is intended for individuals who are required to carry out controlled work activities on or near high-voltage overhead line (OHL) systems.

CPA is for

  • Contractors or site personnel requiring LAC access under National Grid Safety Rules
  • Individuals involved in non-electrical works near overhead lines (e.g., civils, inspections, painting)
  • Existing Persons seeking CP authorisation for LAC-only responsibilities

Prerequisites

  • An NG Person certificate
  • Have evidence of 9 days on a National Grid Working Party Register with Safety Document Numbers

If you have held a Competent Person withing the last 2 years you normally don’t require the additory evidence.

What To Have With You To Attend The Course

Photo ID – such as Passport or Driving Licence
9 day evidence form, completed and printed (Not required if previously held)

Assessment

Classroom Computer Based Training (CBT) assessments on underpinning knowledge of NG Safety Rules, Safety Documents and NSI4

Course Content

This NG Competent Person OHL LAC Only training course covers the theoretical knowledge and practical procedures necessary for CPA LAC Only authorisation in non-electrical overhead line operations. Key topics include:

Roles and Responsibilities under CPA

  • Understanding the scope of CPA authority with LAC.
  • Duties and obligations under National Grid Safety Rules.

Limited Access Certificate (LAC).

  • How LAC authorisations control access to OHL environments.
  • Planning and authorising non-electrical works near overhead lines.

Safe Systems of Work

  • Techniques for conducting forestry, fencing, or other civil works safely around overhead lines.
  • Maintaining statutory clearance distances and exclusion zones.

Risk Assessment and Mitigation

  • Identifying hazards associated with proximity to high-voltage conductors.
  • Implementing controls to prevent accidents and incidents.

Site Communication and Documentation

  • Understanding safety documentation and work permits.
  • Coordinating with other site personnel to ensure safe operations.

Incident Prevention and Emergency Procedures

  • Recognising potential emergencies or near misses.
  • Procedures for reporting, communicating, and responding to incidents.

Authorisation Scope: This course provides Limited Access Certificate (LAC) only. It does not authorise the application or removal of drain earths, or any work on conductors or earthing systems. For tasks requiring drain earths, the higher level authorisation course must be taken (e.g. CPC or CPD)

On-Going Compliance: Delegates must remain aware of current National Grid Safety Rules and any updates to NSI documentation; compliance relies on both training and conscientious application of safe systems of work.

Useful documentation includes:

Frequently Asked Questions

Does this course allow me to apply drain earths or work on conductors?

No. This course qualifies you for LAC-only access, not electrical work. For CP drain earth application, a different course is required.

Is this suitable for sub-contractors doing site prep or civil engineering?

Yes — it is ideal for those needing safe access without live line interaction.
