AMP8 started in April 2025, and the pressure is on. 

With the new regulatory asset management period having officially kicked off in April 2025, the UK water sector is navigating a massive £104bn investment cycle. But let’s be entirely honest with that historic funding comes a monumental delivery challenge, especially when we look at how the scale of this cycle dwarfs what came before it (look at our industry growth chart below!).

AMP8 Training Requirements

To put it in perspective, our sector’s total expenditure (totex) has ballooned dramatically:

AMP6 (2015-2020): Total spend sat at roughly £44bn (Ofwat AMP6 Final Determinations).
AMP7 (2020-2025): Outturn and final determinations pushed total expenditure to roughly £61bn (Ofwat / Water UK tracking).
AMP8 (2025-2030): A staggering £104bn nearly double the baseline of AMP7 and a 71% increase on its final actual spend (Ofwat AMP8 Draft/Final Determinations)

The sheer speed of this scale-up is exposing massive cracks in capacity. According to data from CIWEM’s recent “Your Future” report, a staggering 69% of industry professionals agree that we currently lack the workforce capacity to execute the work committed under this cycle. Furthermore, figures from the Energy & Utility Skills Workforce Demand Estimates 2024–2030 (Water)  indicate the sector needs over 43,700 new recruits by 2030 this is a massive 36% workforce increase just to combat a looming retirement cliff and support the rapid scaling of projects. 

But with that historic funding comes massive challenges. As highlighted in Water Magazine’s recent look at AMP8 contract rollouts, the supply chain is feeling a perfect storm: rapid ramp-ups, severe skills shortages, strict environmental targets, and the urgent need to get thousands of contractors fully compliant and site-ready without stalling project timelines.
