Course Overview

The NRSWA Signing, Lighting and Guarding (Operatives) Course (Unit O1) provides operatives with the essential knowledge and practical skills required to install, maintain, and remove temporary traffic management systems in accordance with the New Roads and Street Works Act (NRSWA) 1991.

This one-day programme focuses on ensuring the safety of road users, pedestrians, and the workforce by teaching delegates how to set out compliant signing, lighting, and guarding on public highways. The course combines classroom learning with practical, hands-on training delivered on a live road, giving operatives real-world experience in managing traffic flow and establishing safe work zones.

On completion, delegates will be equipped to implement a range of traffic control measures confidently and in full compliance with the Code of Practice for Safety at Street Works and Road Works.

The course provides a clear understanding of the legal requirements, safety principles, and practical techniques needed to carry out signing, lighting, and guarding duties effectively.

By the end of the course, operatives will be able to:

NRSWA & Safety Principles

  • Understand the core principles of the New Roads and Street Works Act (NRSWA)
  • Recognise National Occupational Standards relevant to temporary traffic management
  • Identify hazards, risks, and safety implications associated with street works activities

Traffic Management Requirements

  • Assess site conditions and identify when special measures or adaptations are required
  • Select suitable traffic control systems for varying road types and layouts
  • Apply visibility standards, safety zones, and pedestrian management requirements

Setting Out Signing, Lighting & Guarding

  • Correctly erect, position, and maintain signing, lighting, and guarding equipment
  • Ensure all equipment meets current codes of practice and highway specifications
  • Create safe working areas that protect both road users and the workforce

Using Traffic Control Equipment

  • Confidently operate stop/go boards and portable traffic signals
  • Implement priority systems and manual traffic control where appropriate
