This NRSWA Cold Lay Course for Supervisors is designed for professionals responsible for overseeing excavation and reinstatement works using cold lay materials. In line with the New Roads and Street Works Act (NRSWA), this course ensures compliance and best practice in supervising cold lay reinstatement on public highways.

Supervisors who successfully complete the course will be qualified to monitor and assess cold lay streetworks and meet the legal requirement for NRSWA Supervisor certification.

As of the 1st January 1993, new legislation in the form of the New Roads and Street Works Act (1991), made it mandatory that only appropriately qualified employees could work on a public street or road.

By the end of the NRSWA Supervisor training course delegates will be able to:

• Understand the principles of the NRSWA and standards prescribed by the National Occupational Standards
• Understand the safety implications of carrying out street works.
• Recognise conditions that may necessitate the introduction of special measures.
• Reference documentation used within the Highways Industry
• Monitor duties performed by Operatives for each unit standards in-line with current legislation.

• LA - Location and Avoidance of Underground Apparatus
• S1 - Monitoring Signing, Lighting and Guarding
• S2 - Monitoring Excavation in the Highway
• S3 - Monitoring Reinstatement and Compaction of Back Fill
• S4 - Monitoring Reinstatement of Sub-base and Road Base in Non- Bituminous Materials
• S5 - Monitoring Reinstatement in Bituminous Materials
• S7 - Monitoring Reinstatement of Modular Surfaces and Concrete Footways

Assessment

Delegates will be assessed via:

• A theory-based multiple-choice test
• Evidence of understanding and ability to monitor operatives
• No direct practical test, but understanding of monitoring procedures is essential

A score of 80% or more is required to pass.

Certificates

Upon successful completion:

• Course results are submitted to the awarding body
• Delegates receive a formal certificate
• A Street Works Supervisor Card (SWQR) is issued
• Certification remains valid for 5 years from the training date

To maintain certification, supervisors must complete a reassessment before the expiry date shown on the card.
