The SCO Module 5 – Form of Authority course provides gas network professionals with the knowledge and skills to issue, manage, and control Form of Authority (FOA) documentation.

As part of the Safe Control of Operations (SCO) framework, Module 5 is essential for those responsible for the authorisation of high-risk activities, including routine and non-routine operations in gas distribution environments.

This EUSR-accredited course ensures compliance with national safety requirements and utility industry standards.

This course is suitable for:

• Supervisors, Authorising Engineers, and Managers involved in gas operations
• Individuals who are required to issue or manage Forms of Authority

Note: This course can be taken as a standalone module or alongside other SCO modules.

• Purpose and scope of the Form of Authority (FOA)
• Roles and responsibilities of authorising personnel
• Documentation and record-keeping requirements
• Issuing and cancellation procedures for FOAs
• Ensuring safe control of high-risk operations

The course heavily uses the IGEM/GL/6 Edition 3 which was introduced into SCO to increase the emphasis on risk-based management of gas safety systems and gives gas distribution companies the flexibility to develop their own gas safety procedures based on meeting the common requirements of GL/6.

The SCO scheme is based on the requirements for meeting GL/6 compliance.

Assessment & Certification

Delegates complete a formal written or multiple-choice assessment.

• For CP - Multiple choice questions after the module plus an audit of a Form of Authority
• For AE - Multiple choice questions after the module plus an audit of a Form of Authority

On successful completion, learners receive EUSR accreditation for SCO Module 5, valid for 5 years.

In order for your SCO to be used, your SHEA Gas must remain in date. 

Prerequisites

• Delegates must hold a valid EUSR SHEA Gas Passport
• Prior experience in gas industry operations is recommended but not mandatory
