Temporary Works (TW) are the structures, systems, or supports that make permanent construction possible. They are used to ensure safety, stability, and access during building, maintenance, or demolition. Common examples include formwork, scaffolding, excavation supports, structural props, access platforms, and safety barriers.
While some may view temporary works as a secondary element of a project, they often play a crucial role in maintaining site safety and efficiency. From simple trench supports to complex propping systems, well-designed temporary works prevent structural failures, protect workers, and keep projects compliant with UK safety standards.
Temporary Works can account for a significant portion of project costs — and when poorly managed, they can lead to serious safety incidents and financial penalties.
The Health and Safety Executive (HSE) highlights the importance of correctly managing temporary works to prevent avoidable accidents. By following industry standards such as BS 5975:2024, contractors can ensure the right checks, design reviews, and approvals are in place at every stage.

Effective control of temporary works relies on two critical roles:
The TWC oversees all aspects of the temporary works process, from planning and design to inspection and dismantling. Appointed by the contractor, the TWC ensures procedures are followed, designs are checked, and all work aligns with BS 5975 guidance.
This is a senior managerial role requiring strong communication and coordination skills.
The TWS supports the Co-ordinator on-site, inspecting works, checking compliance with approved designs, and maintaining safety standards during construction. The TWS acts as the TWC’s eyes and ears on the ground, ensuring the correct execution of plans.
Both roles carry significant responsibility, and formal appointments are essential to maintain safety and compliance on construction projects.
A Temporary Works Designer (TWD) plays a vital part in ensuring the safety, stability, and practicality of temporary structures. Their role involves analysing loads, site conditions, and construction sequences to produce safe, efficient designs that comply with BS 5975 standards. Working closely with the Temporary Works Co-ordinator (TWC), the designer ensures that every element; from formwork to propping and access scaffolds, is fit for purpose and verified before installation. A competent Temporary Works Designer helps prevent failures, improve efficiency, and ensure compliance across complex projects.
Modern construction sites follow a structured approach to temporary works, based on the BS 5975 Procedural Control model. This system outlines how temporary works should be designed, checked, and authorised.
CITB also defines the 4Cs (Communication, Co-ordination, Co-operation, and Competence) and 3Ps (People, Process, Product) as essential principles in temporary works management.
These frameworks ensure that everyone involved — from designers to supervisors — understands their responsibilities and maintains the highest safety standards.

While practical experience is vital, structured training is key to understanding how to manage temporary works effectively.
CITB-accredited Temporary Works training courses (such as Co-ordinator and Supervisor programmes) help professionals gain the knowledge required to implement safe systems of work. However, as BS 5975 states, training alone does not confer competence; it must be combined with relevant experience and company support.
Temporary works are often unseen once a project is complete, yet they form the backbone of safe and efficient construction. Understanding their purpose, design requirements, and management principles is vital for anyone working in the industry.
By investing in competent people, clear procedures, and continuous training, the construction and utilities sectors can continue to improve safety, performance, and professionalism on every site.
